Article organization

Do you think we need sections on tropical cyclones and winter storms? If we keep the current structure, they would likely be subtitles within their respective seasons. I've added a see also section to the list of wettest known Georgia tropical cyclones, to possibly help the process along and tagged the article for the meteorology project. Fixes needed for GA

The reference format needs to be filled out, preferably in cite web, and dead links (such as ref 1) need to be eliminated. Flaws with the prose are being addressed, and images have been added.
