Hope someone comes along and improves this. I've seen this bound for the finite Markov chain case...anyone know if it is true if, say, the state space is countable? --Pierremenard03:35, 9 February 2006 (UTC)[reply]
It's my understanding that this idea comes from global analysis, where we derive a constant for a Riemannian closed manifold by minimizing the quotient ranging over all submanifolds.
