Representation chart
[edit]I guess the chart is supposed to represent which party the district representative belonged to, with the crosshatched gray areas representing periods in which the district did not exist. This could be explained, especially as Wikipedia has a global audience, and most readers outside the U.S. are unlikely to associate the colors blue and red with particular political parties.
