Neutrality?

Neutrality would demand that one component not be omitted. Deutsche Welle (DW) mentioned a couple of days ago that the agreement has a military component and that American soldiers could soon be stationed in Nepal. We also know that the US still seek a base from which to send drone bombers (over the horizon) to Afghanistan, so that could well be the context. (This is not the time to burden the US taxpayer or the Nepalese with costs for a base in Nepal. I see a possibility of merger in these articles. They seem to have similar content. We can add a section for contents in this article in mother article. And yes, I see the article written in a biased manner make one person reasonable for everything.
