The 2024–25 Liga 4 will be the inaugural season of the Liga 4, which is a new league established by PSSI as the fourth division under the current league structure, and the only amateur league football competition in Indonesia.[1][2] The competition will be organised by the PSSI Provincial Association for the provincial phase and the PSSI for the national phase.
Changes from 2023–24 season
[edit]The PSSI has restructured Liga 3 into two new tiers starting from the 2024–25 season: Liga Nusantara (third tier) and Liga 4 (fourth tier). Liga Nusantara will be a professional league comprising 16 teams, including 10 clubs that reached the third round of the 2023–24 Liga 3 national phase but failed to secure promotion to Liga 2. Meanwhile, teams eliminated before the third round of the 2023–24 Liga 3 national phase will compete in Liga 4, which will remain an amateur competition.

Participating clubs
[edit]- PSSI member clubs or PSSI member candidate clubs who have completed the registration administration requirements as a member of PSSI and have received approval at the relevant provincial PSSI annual congress.
- Registration of participating clubs via the online system SIAP (Sistem Informasi dan Administrasi PSSI).
- All clubs participating in 2024–25 Liga 4 compete in the provincial phase.
- Aspects of football development, enough time lag between one match to another.
Player & official
[edit]- The ages of the players are those born 1 January 2002 to 31 December 2006, and 7 senior players.
- The maximum number of registered players is 30.
- The minimum requirement for a head coach is holding a PSSI B License.
- Player registration via online system SIAP (Sistem Informasi dan Administrasi PSSI).

Provincial phase
[edit]These teams will be the representatives from their provincial league to be competing in national phase. The number of representatives from each provincial league varies based on their league coefficient, with a minimum of one representative club per league.

[edit]The best teams from the provincial phase will compete in this phase to determine the top 8 teams that will be promoted to 2025–26 Liga Nusantara.
