Liga 4 (English: League Four) is the fourth-tier of the football competition system in Indonesia, and the only amateur league football competition in Indonesia. The competition is organized by Football Association of Indonesia (PSSI) and the first season starts in 2024.[1][2]

History

This competition was established as the fourth-tier level in the Indonesian football league system after PSSI rebranded Liga 3 as Liga Nusantara and elevated it to a professional competition operated by LIB.

Format

Provincial phase

Each province will hold a provincial league, they are followed by amateur clubs without a limit of participants with different competition formats, the difference in the format is due to the different number of participants in each province. Furthermore, the teams that qualify from the provincial phase will compete in national phase.[1]

National phase

A total of 64 teams will enter this phase.

  • First round: 64 teams are divided into sixteen groups of four. Each group is played on a home tournament basis. Winner and runner-up of each group advance to the second round.
  • Second round: 32 teams which are the winners and runners-up from each group of the first round. They divided into 8 groups of four and each winner and runner-up advances to the third round.
  • Third round: 16 teams are divided into 4 groups four. Each group is played on a home tournament basis. The winner and runner-up of each group advance to the fourth round and promoted to 2025–26 Liga Nusantara
  • Fourth round: 8 teams are divided into 2 groups of four. The winner of each group advances to the final.
  • Final: The 2 group winners from the fourth round play in the final match. The final played as a single match.

The table below shows the number of teams participating in the 38 provincial leagues and the number of slots allocated to each league for the national phase in the 2024–25 season.

  • NS (national slots): Number of slots allocated to each provincial league for the national phase

National phase

These teams will be the representatives from their provincial league to be competing in national phase. The number of representatives from each provincial league varies based on their league coefficient, with a minimum of one representative club per league.
