Reviews of articles nominated by judges

Since this might happen quite a bit, I'm going to create a new section for reviews of articles that were nominated by one of us judges and reviewed by a competitor. To avoid conflicts of interest, these need to be approved by a second judge.

@Lee Vilenski, taking a look at the edit, it seems to have been a relatively minor update (which added a little over 600 bytes), although they are listed as the 8th-largest contributor to the article per XTools.
