I'm thinking that the table needs to be updated to reflect actual practice. Based on recent ArbCom rulings, any reversal of an administrative action could be seen as inappropriate, especially if it's done without any attempt at discussion with the initial administrator. But the chart on this page seems to show actions where any admin action could be reversed multiple times, as long as no one admin is making more than one revert.
