Retiring old Hong Kong flag

The old Hong Kong flag has been superseded by another vector version, I am proposing to replacing the old flag in this page so that the retiring process can be completed. This page currently has a bogus file option Lint error. It is in the image in second line where there are two pipeline symbols after the file name.
