Attribution of edits done by IP users to their accounts, if created

An IP user 198.2.93.215 has a question about whether their edits will be immediately attributed to their account if they create one. This is 198.2.93.215. I went ahead and made an account, since I seem to be part of the Wikipedia process and all. Might as well make it official, right? Please do not @ that IP address anymore, as I won't be checking it. Instead, include this account. Looking forward to seeing if there's a process to attribute those old edits to this account! Thanks! Global talk page for IPv6 anons

I've been tracking changes made by an IPv6 anon whose last 64 bits change frequently (which is natural), so it's unlikely I can attract their attention on a user talk page; best I could do was put a message on mine. It would be nice if such an anon could be alerted to messages on a global UT page, for example UT:aaaa:bbbb:cccc:dddd:: Could that be made to work?
