Location and General Description of Property

The railroad of the Syracuse and Baldwinsville Railway Company, hereinafter called the Syracuse and Baldwinsville, consists of 0.694 mile of single-track line located at or near Baldwinsville, N. Y.

Introductory

The Syracuse and Baldwinsville is a corporation of the State of New York, having its principal office at New York City. It is controlled by the Lackawanna through ownership of a majority of the outstanding capital stock. On the other hand, the records reviewed do not indicate that this company controls any common-carrier corporation. The property of the Syracuse and Baldwinsville was operated by its own organization from January 27, 1891, to July, 1892; from July, 1892, to June, 1908, it was operated by the Lackawanna. Since the latter date it has not been operated except to serve a contractor for the New York State Barge Canal.

Corporate History

The Syracuse and Baldwinsville was incorporated January 27, 1891, under the general laws of the State of New York, for the purpose of acquiring after foreclosure sale the property of The Syracuse and Baldwinsville Railroad Company, which was incorporated under the general laws of the State of New York by a certificate dated May 26, 1886, filed with the secretary of state of New York June 2, 1886. The date of organization of the Syracuse and Baldwinsville was January 30, 1891.

Development of Fixed Physical Property

The owned mileage of the Syracuse and Baldwinsville was acquired through reorganization after receivership. The year the road was constructed and the subsequent changes in the property are shown by the following statement:

Leased Railway Property

The entire property of the Syracuse and Baldwinsville was operated as a branch of the Oswego and Syracuse Railroad, of which the Lackawanna is the lessee, from July, 1892, to June, 1908. From the latter date to date of valuation it has been operated solely to serve a contractor for the New York State Barge Canal. The income account shows no accrual of income from lease of road. There is no formal instrument to show the terms under which the property is used.

The Syracuse and Baldwinsville Railroad Company

The Syracuse and Baldwinsville Railroad Company was incorporated June 2, 1896, under the general laws of the State of New York. The accounting records of The Syracuse and Baldwinsville Railroad Company were not obtained. Therefore, no information can be given from its accounts regarding its financial dealings, corporate operations, or investments. However, certain data given below were obtained from the records of its successor and from the published reports of the Railroad Commissioners of New York. The records reviewed do not indicate that The Syracuse and Baldwinsville Railroad Company was controlled by any individual or company at the date of foreclosure sale, or, on the other hand, that this company, itself, controlled any other common-carrier corporation.

The property of the company was operated by its own organization from January 1, 1887, to January 28, 1888, and from the latter date to date of sale by a receiver. The railroad owned by The Syracuse and Baldwinsville Railroad Company consisted of approximately 5.663 miles of single-track, standard-gage, steam railroad, extending from Baldwinsville to Amboy, N. Y. The entire 5.663 miles of road owned by The Syracuse and Baldwinsville Railroad Company on the date of sale had been acquired by construction during 1886.
