The railroad of Hartwell Railway Company, hereinafter called the carrier, is a single-track standard-gauge steam railroad located in the northeastern part of Georgia. The owned mileage extends easterly from Bowersville to Hartwell, a distance of 9.627 miles. The carrier also owns yard and side tracks totaling 0.929 mile. Its road thus embraces 10.556 miles of all tracks owned.


Corporate history.—The carrier was incorporated February 8, 1898, for an unlimited period, under the general laws of the State of Georgia. The purpose for which the carrier was incorporated was to acquire, maintain, and operate the property of its predecessor, the Hartwell Railroad Company, hereinafter called the Hartwell Railroad, consisting of a narrow-gauge road extending from Hartwell to a point near Bowersville, Ga. The carrier's principal office is located at Hartwell, and its general office at Washington, D. C. The detailed facts as to the development of the fixed physical property will be found in Appendix 2.


DEVELOPMENT OF FIXED PHYSICAL PROPERTY

The road owned by the carrier on date of valuation was all acquired by purchase from a committee on February 15, 1898. This committee had previously acquired the property at foreclosure sale from the Hartwell Railroad by deed dated February 12, 1898. The road when acquired was narrow gauge, but was changed to standard gauge about May 1, 1905, by the carrier's own forces.

CORPORATE HISTORY

The Hartwell Railroad was incorporated for an unlimited period by special act approved August 18, 1879, of the Legislature of the State of Georgia. The purpose for which the Hartwell Railroad was incorporated was to construct a railroad from Hartwell to a connection with the Elberton Air-Line Railroad at Bowersville. The date of organization of the Hartwell Railroad was not disclosed by the records reviewed. The Hartwell Railroad disposed of its property, rights, and franchises by sale under foreclosure to a purchasing committee on February 12, 1898, who reconveyed the property to the carrier on February 15, 1898.

DEVELOPMENT OF FIXED PHYSICAL PROPERTY

The road owned by the Hartwell Railroad on the date of its demise, consisting of 9.627 miles of single-track narrow-gauge road, extending from Hartwell to a point near Bowersville, was all acquired by construction. The carrier states that the property was constructed and completed sometime during 1879, by the Hartwell Railroad Construction & Operating Company.
