February update from WikiProject Gerald Ford

Now that the project has more or less completed the start-up, assessment, and tagging phases, we're really getting going now. If you're interested, there are a few things you can do:
- There is a new article on the Vladivostok Summit in our new Peer Review section that could use a look-over before it goes live in the main article space.
- There are a number of documents to be transcribed and proofread on Wikisource: currently, we've only scratched the surface on this one and there is more than plenty for everyone who wants to chip in.
