If a duplicate page is submitted. and one of users agrees to request deletion on one of the pages so that the other page and it's content is eligible for publication, is that feasible?

Yes. If the page to be deleted has only had significant content added by its creator, then that creator can implicitly request deletion by blanking the page. Arthur goes shopping (talk) 07:14, 18 August 2014 (UTC)[reply]

I have submitted a new article but it was declined. I would like to ask for the reasons why it was declined, and how I can improve it so it will be accepted?

@ZhenyaEva: The reviewer left comments on the draft. Long story, short: none of your sources are independent. Wikipedia needs to see what others (like newspapers, periodicals, etc.) say about the subject, not what the subject says about itself. Chris Troutman (talk) 17:58, 16 August 2014 (UTC)[reply]

At the top of the article it says "Not yet submitted for review"; at the bottom it says "Waiting for review."  This seems contradictory.

Yes. Due to bad web design on Wikipedia's part the submission process does not remove the outdated "not currently submitted" message box, but as long as there's a "waiting for review" message box anywhere on the page, it is correctly submitted, no matter what other message boxes may say.
