This template purports to claim that works of the North Carolina state government are public domain. I have two points: (1) it's talking about your ability to obtain the records, not the copyright of those records. Saying that you have the right to obtain a document I created doesn't give you any redistribution rights to that document. (2) Amusingly, the template badly mis-quotes the law. The template says, "Therefore, it is the policy of this State that the people may obtain free copies of the State's public records and public information." The law actually says, "Therefore, it is the policy of this State that the people may obtain copies of their public records and public information free or at minimal cost unless otherwise specifically provided by law."
