I don't know why someone has tagged it as PD. When I uploaded it years ago, Wikipedia was different, and there were no such detailed copyright tags as today.

Anyway, I changed the tag to fair use ({{Promophoto}}); it's a "free to publish" PR photo so it should qualifily as such. Are you interested in deleting it even after this change?

Well, perhaps you'll argue that the photo is not unrepeatable, which is kinda true. But currently there are no good free photos to replace it: there are photos of the same building, yes, but unlike this one, they are ugly. --Jonik 16:13, 7 February 2007 (UTC)[reply]

This image is nothing more than an alteration of a picture already on Wikipedia. See Image:20060202 p020206pm-0095-515h.jpg In the summary section of the image, the uploader stated that this was "updated with actual background" when it in fact is not the original background. (The uploader added the words "The Langham Foundation" to the image). The original source for the correct version of the image (listed above) can be found here and is work of an employee of the Executive Office of the President of the United States.
