Code at User:Sambot/Code/Extlinkmigrate.php. The command is

php extlinkmigrate.php -f'http://www.parl.gc.ca/information/about/process/house/hfer/hfer.asp' -t'http://www2.parl.gc.ca/Sites/LOP/HFER/hfer.asp' -n0

Basically, the process is to use the API to get all article namespace pages linking to the first page and apply a regex to convert all links to the second link.
