This is what I propose. Make RFA a "two-part" process where the first part is a "Q&A" session, where basically there is no !voting, and only questions may be asked. After a set period of time, the process then moves to the "Election" process, where !voting may then happen.
I dislike the current process where both are going on at the same time, because this could lead to "close" RFA's where editors change their !vote due to a later question and answer.
I really don't think the current process is fair to the candidate who could have their RFA "turn on a dime" based on a question or two, but if the process were changed to separate questions from !voting, then this would, IMO, make the process fairer for the candidate.
