Great article so far! Your content is great, the structure is good but could do with some work.

Here are some suggestions, questions and editing:

General thoughts: Consider differentiating between “Republicans” and “Conservatives”. Did all Republicans vote as a block? Are there no Democrats that are Conservatives? In general, check grammar for plurality and tense. Some really big paragraphs. Break things down into smaller sentences and paragraphs for ease in reading. When is TANF up for review? What are the limitations of this program? What is the current view of Republicans and Democrats? As part of background info, include definition of poverty. What is the cutoff point for individuals/households to be eligible?

• Address out-out-wedlock birth: Proponents of Address out-of-wedlock birth

While Republicans and Democrats agreed upon and passed the make-work-pay and child support aspect, they differed greatly on how to transition families and support them in the labor market

Question: What are the families transitioning to and from? Are these families already on AFDC?

Conservatives argued that welfare to work reform would be beneficial by creating role models out of mothers, promote maternal self-esteem and sense of control, introduce productive daily routines into family life. Conservatives argue that reforms would eliminate welfare culture by sending a powerful message to teens and young women to postpone childbearing

Suggestion:

Conservatives argued that welfare to work reform would be beneficial by turning mothers into role-models by promoting maternal self-esteem and sense of control as well as introducing productive daily routines into family life. Furthermore, they argued that reforms would eliminate (dependence on?) welfare by sending a powerful message to teens and young women to postpone childbearing.

Opponents argue that reform would overwhelm severely stressed parents, deepen the poverty of many families, force young children into unsafe and unstimulating child care situations, reduce parents' ability to monitor the behavior of their older children, leading to problems in child and adolescent functioning.

Suggestion: Opponents argued that reform would overwhelm severely stressed parents, deepen the poverty of many families and force young children into unsafe and un-stimulating child care situations. The reform would reduce parents' ability to monitor the behavior of their older children leading to problems in child and adolescent functioning.

Funding and Eligibility With the replacement of AFDC with TANF, federal spending was fixed. State qualified for a black grant whose amount reflected federal spending from a base period during the 1990s.

Question: What was federal spending fixed to? Was it fixed to a certain level? Also, do you mean to say “block grant”? Suggestion: The states (had to qualify) qualified for a block grant reflecting the federal spending level from a base period set during the 1990s.

States cannot use TANF funds to assit most legal immigrants until they have been here for at least 5 years.

Table on TANF/Poverty rate US Census bureau appears to be operating with higher percentages for the poverty rate of individuals versus families might be worthwhile to check this out: http://www.census.gov/hhes/www/poverty/data/incpovhlth/2010/highlights.html

Work, Earnings, and Poverty Among welfare leavers, it is estimated that close to two-thirds are working at a future point in time

Suggestion: Among welfare leavers, it is estimated that close to two-thirds will be working at a future point in time

Among studies that calculate poverty rate, most find quite high poverty among leavers.

Suggestion: Most studies that calculate the poverty rate find high rates of poverty for welfare leavers.

Alternatively you could do this: Subheading: Those who left TANF

“Of the people who stopped receiving TANF benefits, it is estimated that close to two-thirds of them were able to find employment afterwards. About 20 percent of those who are no longer on welfare are not worked, do not have a spouse, and are without any public assistance. Some were denied further assistance due to sanctions (time limits or failure to meet program requirements). They fared comparably worse than people who left voluntarily illustrated by the difference in their employment rates. People who were forced to leave welfare have employment rates that are, on average, 20 percent below those who left voluntarily.”

Questions: Studies that compared household income before and after leaving welfare find that between one-third and one-half of welfare leavers had decreased income after leaving welfare [15] [26] Do the studies include welfare as part of income? If so, it makes sense that households would make less when one source of income was taken away.

Depending on the source of the data, estimates of poverty among leavers vary from about 48 percent to 74 percent How does this compare to poverty rates of those on welfare?

Marriage and Fertility The major goals of the 1996 legislation included reducing out-of-wedlock births and increasing marriage

Suggestion: The major goals of the 1996 legislation included reducing out-of-wedlock births and increasing rates and stability of marriages.

However, a similar analysis of post-TANF effect revealed less consistent results.

Suggestion: A similar analysis (by Bitler??) of post-TANF effect on marriage revealed less consistent results. (Is this the Bitler (2004) study? If so, move Bitler up as suggested)

Specific provisions in TANF were amied at reducing unwed childbearing

Spelling: Specific provisions in TANF were aimed at reducing unwed childbearing

Child Well-Being The opposing view is that working at low pay creates additional stress on mothers, reduces the time-especially quality time- spent with children, diverts income to work-related expenses such as transportation and childcare.

Suggestion: The opposing view is that working at low pay creates additional stress on mothers, reduces quality time spent with children and impacts disposable income due to work-related expenses such as transportation and childcare.

Mother Well-Being It has been found that welfare recipients face mental and physical problems at rates higher than the general population

Suggestion: Studies have found that welfare recipients face mental and physical problems at rates higher than the general population

Not moved. As pointed out, it is not appropriate to create a new version of an article over a period of time and then simply delete and replace the existing version. This loses the edit history and can remove other edits that were made while there were two versions of the article. As stated, the changes should be integrated into the existing article.
