Regarding submission Wikipedia talk:Articles for creation/Senarath Attanayake: I myself don't see how the subject is notable unless there is a supporting article regarding the rights of people with disabilities in Sri Lanka that would benefit from having this article linked to it. However, it is not entirely up to me, I have simply put the review on hold. I will take it off hold so different reviewer can make a decision in a more timely manner.
