Hi WallaceEMann, in response to your email about Draft:Rachel Jackson (actress-comedian). Yes if/when accepted the Draft: is removed so it would be Rachel Jackson (actress-comedian) or similar. Please note that all new articles on Wikipedia have to show the subject is notable (See WP:N) which in most cases requires significant coverage in multiple independent (WP:INDY) reliable sources (WP:RS). Unfortunately IMDB is not a reliable source (as it's user generated content) so if you can find alternative sources for those items it would help.
As for the photo, just because you know the subject has said it's free (public domain) to upload to Wikipedia or Wikimedia Commons (our sister site for media) others can not tell the truth full claims form those that are not. I see you have asked the same question on commons here where they have given you the options. Also as for the second reply, what they probably mean is subjects of photos often think they own the copyright when they don't is the photographer. Other options if you know the subject (See Wikipedia:Conflict of interest about that) you could take a picture yourself and upload. Lastly if the subject published the photo on their own website, or agents website, or Flickr, etc and marks it as PD (or similar 'free' licence) then we can grab a copy legally.
