- Then my advice is to use the Article Wizard to create a draft and to submit it for a review by an experienced editor. You should also be aware of the copyright issues involved in translation: If you translate text under a CC BY-SA license (like foreign-language Wikipedia content), for example, you will need to provide the required attribution. You can use the {{Translated page}} template on the draft's talk page to do that. The editing community on the English Wikipedia has held that a mere machine translation (say, Google Translate or something like that) is of no benefit to our readers; thus you should be able to understand the source language (and English) well enough to do better than that. Another issue may be that sometimes the standards of foreign-language Wikipedias differ from the English Wikipedia's, so a page that's acceptable in, say, Greek or Latin or Hindi may be found inappropriate on the English Wikipedia. In particular, many foreign-language articles may be short on references; you should make sure that that's not an issue and that the topic meets the English Wikipedia's notability standards.
