Cassidy, I suggest you read WP:SOLDIER and WP:GNG as guidelines as for what it expected in terms of notability. SOLDIER is a rough guideline, but some military officers will pass GNG (because they are covered in secondary sources in an in depth manner) even when they don't pass SOLDIER (either due to aspects unrelated to their military career, or since their military career received sufficient attention). To show GNG, you generally need good sources covering the bio in detail. If you are writing a bio that passes the bar set out at SOLDIER, editors will usually assume that sources are out there even if they aren't found yet. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Since a draft is not yet ready for the main article space, it is not in shape for ordinary readers, and links from articles should not go to a draft. Such links are contrary to the Manual of Style. That's absolutely fine, I'll keep it in mind. The article is now out of draft status as I've cited the statements made, so I've reinstated the links. I will continue to work on the article as time goes on, as there's more work to be done on fleshing the details out until it's hopefully to at least the same level as that of his brother.
