I cannot give you a clear answer. What I can tell you is that anybody can add a template and anybody can remove it, but these actions should not be arbitrary but based on certain criteria. Concerning the references, read here. Concerning the tone and the style read here and, in particular, here. Now, IMO, the first tag could be disputed. Although there are some uncited claims, the article includes a reasonable amount of inline citations. In order to be completely sure about your actions before removing this tag, make sure that each paragraph has at least one inline citation with verifiable and reliable sources. Concerning the second tag, I think the article needs a lot of work, because the tone is not encyclopedic, and, therefore, the tag should stay there, informing the reader and inviting for help.
