Taking a look at Jayjg's block log, it looks like it was a range block to stop socks of Kgeza67 (talk · contribs · deleted contribs · nuke contribs · logs · filter log · block user · block log). I've pasted below the particular entry in the log ... and his previous blocks make it clear who he was going after. I don't know of any good reason not to redo the block with anon only/account creation blocked. --BigDT 03:48, 16 February 2007 (UTC)[reply]

I see that someone's already contacted Jayjg for comment regarding this range block; given that checkusers have access to information that other admins don't, it's often difficult for us to determine an appropriate course of action when their blocks seem to cause collateral damage.
