RFC on Fowler

You are only allowed to certify the basis for the RFC if you tried and failed to resolve a dispute with Fowler. Since you don't appear to have any such dispute in addition to having communicated with Fowler, your certification appears false to anyone else. Unless you are the single-purpose account (sockpuppet) created by another more established user.
