How can I also define text colours

The template currently does nothing but produce the color code. It doesn't do any genuine formatting of its own. You could, in the same way in which you define the color codes for the backgrounds, also define color codes for the text, e.g. like this:

Then you can use it as follows:

How would I go about redoing the template? (I originally just copied it from one the did train line colours)
I also want to have different text in each cell (eg: "ACN1" & "BN2" in vl1 style, then another row "ACN1" in vl2 and "BN2" in vlp1)

It would probably be easier to start over from scratch than to try and modify this template. This template is meant to produce a color code as output - it turns the parameter "VR Maroon" into "990000". That's all. If you want it to fully format text, you'd want to have the output be the full style="background: #990000; color: yellow" or something like that, depending on how, exactly, the template is meant to be used. Its use will then be different from that of whatever template it's based on, and it may not work in all the contexts where the other template works (e.g. not in infoboxes, I'd expect). Please also note that some color combinations are very difficult to read (black on dark brown?), and it might be even worse for people with color blindness issues. I don't understand what you mean by "different text in each cell"; the template currently doesn't produce or affect text at all. If you want different background and text colors in different parts of one cell, the easiest way would likely be to create a sub-table with independently colored cells.
