IP block exemption

Headings

Regarding this edit: please do not use level 1 headings. There should only be one level 1 heading on a page, namely the one generated by the software for the article title. Everything in the article is subordinate to that, so it must be level 2 or lower. Using level 1 headings breaks the mobile interface: whereas top level headings are supposed to be collapsible on mobile, "top level" means the highest level on the page other than the article title - so only that one level 1 heading is collapsible and the rest aren't. Nomination of Portsmouth Pirates for deletion
