I've seen this purely by chance. Asking a question on your own Talk page is not how you alert another user. The problem is that we don't want a "review" or a personal opinion, we want an article that meets Wikipedia's neutral point of view policy. But let's say I accept that this technology is "the most popular", though Google Trends can't be used to support that statement. So we go on to the first paragraph of the section headed "OCPI Overview". You've included an external link within the text - that's one problem (see Wikipedia:External links). "Everyone can join the EV Roaming Foundation, by signing and returning the EVRoaming Contributor Agreement": if that's not an invitation to join, I don't know what is. In fact, the whole section and the rest of the article is a summary of the advantages of this technology. If you read through it after consulting the Wikipedia guidelines, you should be able to recognise the issues. If you still can't, I would recommend that you don't try to create any new articles until you've had more practice at simple editing.
