Hi Subway65, and thank you for leaving feedback. You can request full protection of a page at WP:RPP; however permanent full protection is exceedingly rare, and is usually only granted to pages in the MediaWiki namespace. You would need to make an exceedingly strong argument for redlocking an article; to my knowledge, it's never been done.
