Now, what Drmies is saying is that you haven't shown that Megee is notable enough for an article. The general guideline is summed up here. Specifically, either you need to be able to cite lots of national or international coverage - such as books and non-local newspaper articles devoting significant space to him - or he falls under the specific guideline WP:POLITICIAN. I'd say you can meet that standard if you can find a lot of media coverage from other parts of the state, but right now, much of it is just what one would expect in terms of local coverage of a mayor, and as you see from the POLITICIAN guideline, mayors are not automatically notable. The format of the refs is not as important as the depth of coverage in them and whether they go beyond the local. So can you find any more profiles of him from farther afield, or a couple of news articles in national or state newspapers that give him at least a long paragraph? How far away are those TV stations you cite? If they aren't local, they might begin to provide what you need. Formatting the references can wait. I hope this helps a little. I have edited the article a bit, including giving it a lead paragraph, reorganizing it a bit, and expanding the refs and linking the names of the TV stations so that the reader can better judge the breadth of coverage. Many of his accomplishments are unreferenced; I added a "citation needed" tag to one that you should be able to document, but any further refs you can add supporting things stated in the article will help. I wasn't able to do as good a search for additional sources as I like to do, because the Google news archive search is no longer available, but I did find a few and some further information, which I added. I dropped Drmies a note but he's busy, and in any case the AfC process normally requires resubmitting it. So go ahead and do that (there should be text saying "press this button" as there was before) and while you're waiting for a re-review, add anything else you can find: you probably have access to offline newspapers and a good idea of where to search and on what dates. You asked me whether the article could now meet the notability guideline, and I have to say I honestly don't know; politicians aren't a specialty of mine, and I don't work much at AfC because I tend to be an inclusionist and try to save every article. If I were sure, I'd have accepted the article myself. So I hope this helps and I'd like to see it pass myself (although anything still unreferenced would probably better be deleted then, so I warn you it would have less emphasis on his achievements as mayor).   Sorry I was too lazy to peruse all the sources you found.  :-)   You'll get a lot of that around here, see WP:REQUIRED. It's a sanity measure; did no good in my particular case, as you can see. I'll defer to the wisened opinions of Yngvadottir and Drmies, but my gut reaction is that you should create a section of Greenwood, Missouri devoted to the interesting mayor. See WP:NOTEWORTHY if that turns out to be the case.

  As more sources arise, they would eventually be migrated to their own dedicated article. Hope this helps, and thanks for improving wikipedia -- I liked the article, even though I'm not sure it belongs as a dedicated article, I definitely want to see that stuff in mainspace.
