In the future, it would be helpful to others if you described your changes to Wikipedia with an edit summary. If this was a mistake, don't worry, the removed content has been restored. One should generally avoid removing large amounts of sourced content without a very good explanation in the wp:edit summary (please, always leave an edit summary!). I primarily removed it as you removed a large amount of content and did not leave an ES. I am not familiar with the page and there may be good reason to remove that content. And then again, perhaps it should stay if he has been causing trouble. We shouldn't paint a rosy picture of Joseph Stalin, nor have five paragraphs about some nobody arrested for drunk driving.
For policy, please see wp:biographies of living persons, wp:neutral point of view (specifically wp:undue weight) (a neutral point of view does not necessarily mean "all sides get a say", nor "biased" content should be removed).
You can, and probably should, discuss the issue on talk:Otabek Mahkamov. If you want more "eyes" on the topic, please use a wp:Request for comment. wp:ping others who have edited the page (avoid wp:canvasing) to the talk page.
