Korean Public Alert Service

Hello! I have some suggestions on improving this article. The first issue is the first sentence is copied from "The implication of frequency of the Korean Public Alert Service (KPAS)". That journal article is licensed under CC BY-NC-ND 4.0, which is incompatible with Wikipedia's CC BY-SA 4.0 license. This would be considered plagiarism in academic settings. I suggest rewriting.
