I'll try to answer your question from the sockpuppetry case. The answer given by Bbb23 there is correct - since the disruption occurred so long ago, there isn't anything that can be done any longer. However, if the person returns to that behavior, we should be able to do something about it. Whenever or wherever you see inappropriate edits, there are a number of steps that can be taken. Please see WP:Vandalism for the policy and procedures for dealing with it. Bear in mind, though, that not all inappropriate editing can be considered vandalism, but it is pretty well explained in the link. If you did not create this file yourself, you will need to specify the owner of the copyright.
