Welcome to Wikipedia and thank you for your feedback. The problem with a scanned record cover is that it is likely to be copyright. See Wikipedia:Copyrights. If you upload an image that is copyrighted it will be taken down very quickly because it's not legal to use it. If you can find a non-copyright image, then fine.

For uploading pictures and other media, it's easiest to go to Wikimedia Commons (you can use your Wikipedia credentials if you're not logged in already) and visit the Upload Wizard. Wikimedia Commons can only accept files which anyone can use for any purpose. That means most content you find on the web is not acceptable. But for example, most photos that you've taken yourself are OK to upload.

Here's a screenshot of the Upload Wizard:

You start by selecting the files you want to upload, then you go step by step through the process. In the final step, you'll get some wiki markup that you can copy into a Wikipedia article. Hope this helps.

Thanks for the quick response. I know to requirements for Wikipedia but for record covers there will never be free versions. In this case the scan or photo is like a quote but has clearly to state it may not be used. My original question was to replace a scanned cover with a better one and not uploading a new one. This might be an alternative if changing is not supported.
