I've read the note you left on the talk page of Joshua Jurado, as follows: "Joshua Jurado is a well known writer in Hidalgo County and Weslaco, TX. I think he should have a page on Wikipedia so other people can know can get to know who he is. Can you please help me find a way to write this article, but so that it doesn't get deleted and it meets Wikipedia guidelines?" In short and simple terms, the answer is "No, not really." The reason people have a Wikipedia article is because people know about them already, not so that other people can get to know them. That is our notability standard. Notability has to be affirmed by arm's-length, third-party experts writing in reputable publications -- what we call reliable sources. And notability, generally speaking, is wide-spread. Notable people are those who are known in a wide area, either geographic or professional -- more than the area covered by a local newspaper in a small Texas area. To describe it by analogy, if Mr. Jurado was an athlete, he would either have to be playing at the highest level of amateur competition -- the Olympics -- or at a fully professional level, like the NFL or Major League baseball. It's unlikely that the mayor of Weslaco, TX would be sufficiently notable to have a Wikipedia article, so a reporter for the local paper would probably have to win the Pulitzer Prize for journalism, or equivalent, before becoming sufficiently notable.
