Well, when I looked at the article, I don't see her passing WP:PROF, but, as you're a registered user, you don't need to use the articles for creation process. You may click this link and create the article, where it will be analysed by the community at-large.

If you choose to do this, please find more third-party sources to add to the article. Academics ranking below full professor are rarely notable, but it has been known to happen, but since her position doesn't make her notable, you're going to need many more sources that Dr. Schiff is totally unconnected to. In this case, Schiff is notable in that she has recently added significantly to the body of theoretical knowledge in the civil-military relations field.
