Please answer the following questions.

  1. Does the above message signed "Deborah Mcginity Ryan's Manager" mean that this account is not, in fact, owned by Ryan Swain despite the user name "Ryanswain24", or does it mean that the account has been used by two people?
  2. What connection does the account DebMcgee have to this one? Is that account owned by Deborah Mcginity?

Also, please take note of the following facts.

  1. The article Ryan Paul Swain reads as distinctly promotional, and the statement "it's crucial we get page up for Ryan" confirms that the aim is to use Wikipedia to promote or publicise him. Such promotional editing is not permitted by Wikipedia policy. Also, Wikipedia's guidelines on conflict of interest indicate that neither Ryan Swain nor his manager nor anyone else connected to him should create an article about him. Letting a draft be reviewed by an independent experienced editor is far preferable.
  2. Having created Draft:Ryan Swain you should accept the judgement and advice of the experienced editors who review that draft, rather than ignore them and go ahead with creating the article anyway.
  3. Please don't create duplicate articles under different titles, as has been done at Ryan Paul Swain and Ryan Swain. There are various reasons why doing so is unhelpful. The editor who uses the pseudonym "JamesBWatson" (talk) 12:05, 20 April 2017 (UTC)[reply]

How do I proced to the next part of getting Ryan on Wikipedia?

You don't "proceed to the next part of getting Ryan on Wikipedia". Wikipedia is not a medium for people to publicise themselves or their clients, and Wikipedia's guidelines on conflict of interest indicate that you should not be creating an article about him. There are plenty of places where people can have self-promotional internet pages, but Wikipedia is not one of them.
What you say makes it clear that this is a shared account, used by two different people, but Wikipedia policy is that an account is only for one person. Also, editing from an account with a name which is the name of a real person other than yourself is not permitted, as it is likely to mislead other editors. For both those reasons I shall block this account from editing.
I would still be interested to know the answer to my second question above. The editor who uses the pseudonym "JamesBWatson" (talk) 08:14, 27 April 2017 (UTC)[reply]
