- A request for comment seeking to alleviate pressures on the request an account (ACC) process proposes either raising the account creation limit for extended confirmed editors or granting the account creator permission on request to new ACC tool users.
- In a related matter, the account throttle has been restored to six creations per day as the mitigation activity completed.
- The scope of CSD criterion G8 has been tightened such that the only redirects that it now applies to are those which target non-existent pages.
- The scope of CSD criterion G14 has been expanded slightly to include orphan "Foo (disambiguation)" redirects that target pages that are not disambiguation pages or pages that perform a disambiguation-like function (such as set index articles or lists).
- A request for comment seeks to determine whether Wikipedia:Office actions should be a policy page or an information page.
- The Wikimedia Foundation's Community health initiative plans to design and build a new user reporting system to make it easier for people experiencing harassment and other forms of abuse to provide accurate information to the appropriate channel for action to be taken. Community feedback is invited.
- In February 2019, the Wikimedia Foundation (WMF) changed its office actions policy to include temporary and project-specific bans. The WMF exercised this new ability for the first time on the English Wikipedia on 10 June 2019 to temporarily ban and desysop Fram. This action has resulted in significant community discussion, a request for arbitration (permalink), and, either directly or indirectly, the resignations of numerous administrators and functionaries. The WMF Board of Trustees is aware of the situation, and discussions continue on a statement and a way forward. The Arbitration Committee has sent an open letter to the WMF Board.

- The development of Wikidata Bridge has started. The goal is to allow Wikidata edits from Wikipedia. [1]
Problems
- Sometimes pages load slowly for users routed to the Amsterdam data center. Investigation is in progress. [2]
- Wikidata query service was overloaded between 11:50 UTC until 13:15 UTC on June 24. It has been fixed. [3]
Changes later this week
- You will be able to read but not to edit all wikis for a short amount of time, on 3 July at 06:00 (UTC). This is to move a database. [4]
- There is no deployment of a new version of MediaWiki on the wikis this week (calendar).

Recent changes
- For event organizers, if you request a temporary lift of the IP cap for mass account creation, this will now also raise the edit rate limit for those new accounts at the event, which will prevent another bottleneck. [5]
- Administrators at all Wiktionary, Wikivoyage, and Wikisource wikis are now able to use the new partial blocks feature. [6]
Changes later this week
- The new version of MediaWiki will be on test wikis and MediaWiki.org from 9 July. It will be on non-Wikipedia wikis and some Wikipedias from 10 July. It will be on all wikis from 11 July (calendar).
- The design of MediaWiki's software windows will change for desktop users. Layout will be simpler, buttons will be bolder and clearer, and close buttons will be just icons. This is like the mobile design. This will affect ContentTranslation, VisualEditor, TemplateWizard, and other tools. [7]

Either way could technically work, although I've yet to see a source label it by its German name. Recent changes
- The mobile web will get more advanced editing tools. Seven more Wikipedias can use them now. This works for Arabic, Indonesian, Italian, Persian, Japanese, Spanish and Thai Wikipedia. You can try the tools on the mobile web and give feedback. [10]
Changes later this week
- The abuse filter system user will soon do maintenance edits on broken abuse filters. This user is called
Edit filter
and has administrator rights. This is meant to fix technical problems. It will not do any other changes. You can read more. - The new version of MediaWiki will be on test wikis and MediaWiki.org from 16 July. It will be on non-Wikipedia wikis and some Wikipedias from 17 July. It will be on all wikis from 18 July (calendar).

Future changes

Since the last newsletter, the team has released two new features for the mobile visual editor and has started developing three more. All of this work is part of the team's goal to make editing on mobile web simpler.
Before talking about the team's recent releases, we have a question for you:

Recent releases
The mobile visual editor is a simpler editing tool, for smartphones and tablets using the mobile site. The Editing team has recently launched two new features to improve the mobile visual editor:
- Section editing
- The purpose is to help contributors focus on their edits.
- The team studied this with an A/B test. This test showed that contributors who could use section editing were 1% more likely to publish the edits they started than people with only full-page editing.
- Loading overlay
- The purpose is to smooth the transition between reading and editing.
Section editing and the new loading overlay are now available to everyone using the mobile visual editor.
New and active projects
This is a list of our most active projects. Watch these pages to learn about project updates and to share your input on new designs, prototypes and research findings.
- Edit cards: This is a clearer way to add and edit links, citations, images, templates, etc. in articles. You can try this feature now. Go here to see how: 📲Try Edit Cards.
- Mobile toolbar refresh: This project will learn if contributors are more successful when the editing tools are easier to recognize.
- Mobile visual editor availability: This A/B test asks: Are newer contributors more successful if they use the mobile visual editor? We are collaborating with 20 Wikipedias to answer this question.
- Usability improvements: This project will make the mobile visual editor easier to use. The goal is to let contributors stay focused on editing and to feel more confident in the editing tools.
Looking ahead
- Wikimania: Several members of the Editing Team will be attending Wikimania in August 2019. They will lead a session about mobile editing in the Community Growth space. Talk to them about how editing can be improved.
- Talk Pages: In the coming months, the Editing Team will begin improving talk pages and communication on the wikis.

Draft:Workarea Commerce Platform - Deletion
Hi Roy, Thank you for taking the time to review my article draft.
I noted the both Magento and Shopify have pages and Workarea Commerce Platform is a competitor that currently does not have a wikipedia page, I decided to make one. I recognize that citing sources is very important, so that's why Btillcom80 is helping me edit sources. I noticed that both Magento and Shopify look to have been written by people who work there, both with notes that their pages may not comply with wikipedia guidelines. There is no intention to be promotional. What are the appropriate actions to create a page for Workarea Commerce Platform? I'd be happy to remove any language that might sound promotional. I am new to wikipedia and am learning. I appreciate your feedback.
- Every page is evaluated on its own merits. The fact that other companies have pages isn't a factor. Please read WP:COI for some guidance. My personal policy is to simply not write about companies I'm associated with. Regarding your Block...
Hi, you recently blocked User:The_Real_Steele and I was wondering what made you decide to do that? The user in question, has not edited since December of last year and from the look of it, they were just a bit of a clueless newbie rather than something malicious to the Wiki. What are your thoughts on this? I noticed the action because they were someone I dealt with back then and I check my watchlist everyday, even though I don't edit that much any more. - Communities interested by easing newcomers' first steps can now benefit from the Growth team experiments on their wikis. Check the conditions and the request process.
- The Coolest Tool Award 2019 is looking for nominations. You can recommend tools by July 29. The awarded tools will be presented at Wikimania. [12]

- The release of the last version of MediaWiki (1.34.0-wmf.14) has been blocked for groups 1 and 2. [13]
Changes later this week
- Phabricator database will be moved to a different server. Writes will be blocked on Thursday 25 July, between 05:30 and 06:00 AM UTC. Reads will remain unaffected. [14]

Future changes

- With advanced search turned on you will be able to choose the sorting order of the search results when you do a search. [17][18]
- Users who edit from IP addresses whitelisted on a request for temporary lift of the IP cap for mass account creation will bypass CAPTCHAs. This will happen in August. If you think this should not happen for some reason, please let us know.
- The variable
user_wpzero
will be removed from AbuseFilter. A list of filters needing a fix is provided.

But when I type Computer Reasoning it redirects me to Automated Reasoning page. I don't want to write about Automated Reasoning. I want to write about Computer Reasoning, which are two different subjects. Hence, could you please let me publish the Computer Reasoning Article? Hi -- would like further direction on Draft:GFP_Real_Estate . I drafted it using inspiration and format from Silverstein_Properties, though expanded on it with research and articles I found, including NYT articles back to 1981. Should I strip it back? Unclear where to take this, especially when you benchmark it to other NY property companies where it seems to me to be really similar. If not, then there seem to be mixed standards for what should be included. Thanks in advance.

'This is a small, privately held, company. Such companies are rarely notable. Based on the references here, this one seems like no exception. It certainly fails WP:NCORP. There's been no substantial improvement since the last time this was declined. Please do not resubmit without sources which meet the requirements laid out in WP:ORGCRIT.'
I care to disagree. For US readers outside the infosec or Identity And Access Management realm this may be a small company, in the Information Security world CIAM vendors are part of an ever growing market. This Dutch company (I am not related to it apart from the fact that I, as one of the experts in IAM know and respect them) is highly regarded by the De Facto IT Analists like Gartner and KuppingerCole (proof of this are the links to articles I posted in the article. Another link is a Forrester Research analysis I will add later, but I cannot accept that adding one such a link would make me pass the moderator threshold). I can add another customer, like the European Central Bank and/or RWE/Innogy, the EU energy conpany, would that make it a more noticable company for US eyes?
I try to be unbiased in my additions to wikipedia and expect my peers to act similar. And the comments you made trigger me to start editing the pages of competing firms, which, in many cases, are less informative and more biased than the page I created.
I also disagree about the statement that too few changes have been made compared to the previous submissions.
My request is to reconsider the refusal to publish.

- Please read WP:NCORP to understand by what criteria we judge companies to be notable. The reason I stated that these kinds of companies are rarely notable was so as not to unduly get your hopes up that if you just did a little editing or added a few sources, the article would be accepted. -- RoySmith (talk) 20:04, 24 July 2019 (UTC)

I paste below my last exchange with the previous reviewer, where things seemed to be headed on the right track.
Kthan75, please see if you can find some more sources. The first one you posted and the VentureBeat one is promising. I found a wall-street.ro one that has some details as well. AngusWOOF, thanks a lot for the quick feedback. I found several other sources which seem quite good (check [6] and [8]), including a major piece by a local TV channel, written and video, with interviews from several people from the company. I also added a bit to the history, thanks to some additional information from the new sources. Finally, I made some slight corrections and revisions to the text, to give a more neutral tone. I hope it's ok now, I resubmitted the draft.
If I have to pick, the top three sources for the subject are: [1] - an independent article about the games industry in Romania, which includes mentions of the company I was writing about [2] - an independent article and interview from a very reputable international publication [6] - an in-depth video material and interviews from a reputable news television in Romania (unfortunately, only in Romania)
Additionally, I would mention also [11] as a fully independent source (the Bucharest Stock Exchange) mentioning the company as a recipient of an award.
There were quite a few other small changes made to the initial article, including changing of the tone of voice and removing some less relevant info.
If needed, I am available to make any other required changes, but would need to understand better what else would be needed.
Sorry if I'm missing something, this is my first Wikipedia submission.

UPDATE 26/July/2019 I made some changes to the History section and added one more independent source. At this point, I believe I have 3 relevant independent references: [1] - Intellinews, [11] - Bucharest Stock Exchange, [12] - Romanian Game Developers Association.
I also recommend reviewing references [2] and [6], even though they are interviews, they are more in-depth and reveal a lot of important information about the company.
Before resubmitting again, it would be great to get your confirmation that the submission should be fine now.

Articles for creation - advice
Hi RoySmith,
I just saw your message on my Talk page on the Draft:Ron Kalifa draft I submitted way back in March. Firstly, thanks for reviewing it.
You reviewed the submission as rejected, not declined - does this mean it can't be improved anymore? When I first edited the page it was definitely a mess, but looked like it could be rescued. I like going through these pages and trying to fix them but if I'm going to spend a lot of time I do try to work on ones that have actual encylopedic potential and aren't just a weird advert. I haven't found a lot of those as you can imagine ...
I tried to follow the WP:ORGIND recommendations made to the original author who seems to have disappeared - after seeing your message I reread the WP guides on this and i agree, a few sources could be deleted, but nothing can be fixed if the article is rejected. I think that the page subject does pass WP:NBIO - without trying to get into WP:OTHERSTUFF or WP:NMO arguments, this individual has been recognized as well known and influential in the payments industry in honors lists and independent news sources even if they aren't the explicit topic of the article. WP:SBEXTERNAL may also be a factor due to the relative lack of coverage of BAME figures in this industry (though they have been recognized in BAME specific lists).
Is there a way to improve the article rather than reject it? I think this is a notable stub article that will likely improve with time rather than being contrary to the whole project goals (since March anyway).

Note: Any article that describes its subject from a neutral point of view does not qualify for this criterion. However, "promotion" does not necessarily mean commercial promotion: anything can be promoted, including a person, a non-commercial organization, a point of view, etc."
I'm confused as to what part of the article was fundamentally written as a promotion? Was it the format? The citations? Was it the right hand panel?
According to the above - there are quite a few pages that would be listed as promotion (i.e. https://wiki.riteme.site/wiki/Cadre_(company))
Just to add to this for context because the page doesn't exist anymore - could you point out where the promotion or non-neutral aspect lies in the content?

--@RoySmith: Thank you for your response - that is actually flattering :D no - I'm not connected to the company but I am in the property technology space (hence the linkage to Cadre up above) as I was doing my own research I noticed they didn't have a page; as for your assumption on detailed knowledge of Wikipedia policies, it's a matter of reading. I don't know if you noticed but the activity on my profile breaks for a few days because I had to read the ridiculous amounts of pages (good articles / tips / policies). Hence why I'm curious on what was the issue with the content as I was positive I wrote it in a neutral matter with no bias.

The article posted is about a company which - out of 22 million US Companies (according to the IRS) has over $1 billion and that in turn puts it somewhere in the 1,922 group cited by Forbes - yet it has no Wikipedia presence. That is a notable omission and having information on them would be a notable contribution. I would also like to emphasize on that last sentence "Editors' personal experiences, interpretations, or opinions do not belong." considering that you assumed (interpreted) that A. I have a connection to the company B. That I have prior history of Wikipedia and C. That I am creating various profiles.
Please let me know what portion of what I wrote was "promotional" and "not neutral" - if it helps, we can move the content to a userspace so that it can be revised with your feedback.

Interface administrator changes

- Following a request for comment, the page Wikipedia:Office actions has been changed from a policy page to an information page.
- A request for comment (permalink) is in progress regarding the administrator inactivity policy.
- Editors may now use the template {{Ds/aware}} to indicate that they are aware that discretionary sanctions are in force for a topic area, so it is unnecessary to alert them.
- Following a research project on masking IP addresses, the Foundation is starting a new project to improve the privacy of IP editors. The result of this project may significantly change administrative and counter-vandalism workflows. The project is in the very early stages of discussions and there is no concrete plan yet. Admins and the broader community are encouraged to leave feedback on the talk page.
- The new page reviewer right is bundled with the admin tool set. Many admins regularly help out at Special:NewPagesFeed, but they may not be aware of improvements, changes, and new tools for the Curation system. Stay up to date by subscribing here to the NPP newsletter that appears every two months, and/or putting the reviewers' talk page on your watchlist.
Since the introduction of temporary user rights, it is becoming more usual to accord the New Page Reviewer right on a probationary period of 3 to 6 months in the first instance. This avoids rights removal for inactivity at a later stage and enables a review of their work before according the right on a permanent basis.

I'm quite new around here (but I have long experience of writing on Swedish Wikipedia), so I wonder, how long time does it usually take for a new user to create articles by him/her self? - @Lantgård: the normal situation is a new user automatically gets the ability to create new pages after four days and ten edits. See WP:CONFIRM for details. - The new version of MediaWiki will be on test wikis and MediaWiki.org from 6 August. It will be on non-Wikipedia wikis and some Wikipedias from 7 August. It will be on all wikis from 8 August (calendar).

On the other hand, please also see WP:Ownership of content; there's nothing to prevent you from merging your material into the other draft. I should point out, however, that none of this guarantees the draft will be accepted. WP:NALBUMS talks about notability of albums. Our pronunciations-in-intro pet peeve
Hey there, I just wanted to say, I strongly agree with your comment at Wikipedia_talk:Disambiguation#How_much_hatnote_is_too_much? about overflowing pronunciation guides (but I figured I'd reply here to avoid pulling that discussion off topic). I recently read something in the MOS about this which I took note of, because it seemed shockingly sensible and yet poorly observed. From MOS:FIRST:
Be wary of cluttering the first sentence with a long parenthesis containing alternative spellings, pronunciations, etc, which can make the sentence difficult to actually read; this information can be placed elsewhere.
