Saunders was signed to 4AD Records so according to the WP:NMUSIC criteria, that alone confirms his notability. Would you mind looking at my reply below please (which I left on the draft page) and maybe look at the article again with this in mind? I'd appreciate it, I just want to get my first article published — I didn't realise it would be quite so hard!

Below are the criteria that he meets for WP:NMUSIC — he only needs one to qualify for inclusion, perhaps number 5, being signed to 4AD records is the key point that qualifies him:
5. Has released two or more albums on a major record label or on one of the more important indie labels (i.e., an independent label with a history of more than a few years, and with a roster of performers, many of whom are independently notable).
He released two albums (vinyl and cd), two 7" singles and cd singles, two 12" vinyl and cd EPs on 4AD records as Magnétophone — 4AD are arguably the most revered and well known major independent in existence and has been since 1980, influencing many other labels. 4AD is home to The Pixies, Cocteau Twins, Scott Walker, The Breeders, Lisa Gerrard, Pump Up The Volume, Stereolab, Bon Iver and may others. References to Saunders and his band Magnétophone on 4AD are listed below. 4AD are part of the Beggars Group of record labels which includes Rough Trade Records, XL Recordings and Matador Records — accounting for a very large portion of the music industry.
10. Has performed music for a work of media that is notable, e.g., a theme for a network television show, performance in a television show or notable film, inclusion on a notable compilation album, etc.
He wrote music for the feature length documentary Valentino: The Last Emperor (which grossed $1.8m in the US and premiered at Cannnes) and can be seen on IMDb (below).
He had a track included on the Visionaire No.53 Sound compilation alongside many A-list musicicans such as Yoko Ono, Michael Stipe, U2, Liza Minnelli, Lalo Schifrin, cited below.
6. Is an ensemble that contains two or more independently notable musicians, or is a musician who has been a reasonably prominent member of two or more independently notable ensembles.
Saunders has written songs with Kim Deal, Kelley Deal, King Creosote, James Yorkston, Peter Kember — all prominent musicians.
1. Has been the subject of multiple, non-trivial, published works appearing in sources that are reliable, not self-published, and are independent of the musician or ensemble itself.
He has been the subject as a guest musician in several magazines including The Wire (magazine), Self-Titled Magazine (links referenced below), he was in interview with Robots and Electronic Brains, there are many reviews of his albums as both Magnétophone and Assembled Minds online including rateyourmusic.com and musicohm.com — cited in the references. There have been profiles, interviews and many reviews in print but these aren't citable.
