Hi. Please see Wikipedia:Donating copyrighted materials. I'm an administrator on Wikipedia. I apologize for extra difficulties in granting permission, but copyright issues are a serious legal concern, Wikipedia must have a process in place to be sure that we are not contributors to infringement. Though the processes for granting permission may take up to a few days, they are the best method we currently have for ensuring that we are legally licensed to publish such text. You have several options for verifying permission, as the link above indicates. First, you can release the material at the source of publication. For example, a note placed at the Ohio State Senate's website verifying that the material has been licensed appropriately would be sufficient. Alternatively, you can send an e-mail from an address associated with the original source of publication to the Wikimedia Foundation. Directions for both of those can be found at Wikipedia:Donating copyrighted materials. One additional point I do need to make, given your note at my talk page that the "information should not be tampered with", is that this isn't likely to be the case on Wikipedia. Articles on Wikipedia can be edited by anyone and likely will be. This why beneath every edit screen are the words, "If you don't want your writing to be edited mercilessly or redistributed for profit by others, do not submit it." You should also be aware that the license Wikipedia requires for text, GFDL, explicitly permits modification of material as well as reproduction, including commercially. Thanks for uploading File:OhioSenate.png. You don't seem to have said where the image came from or who created it. We require this information to verify that the image is legally usable on Wikipedia, and because most image licenses require giving credit to the image's creator.

Hi. I'm afraid that permission must be granted for previously published images as well. File:SenateChamberOH.jpg seems to be identical to this, which is not licensed in such a way that Wikipedia can use, but claimed under full copyright protection. You will need to document permission from the photographer, unless you can demonstrate that the photographer is using a previously published, free image. If you can, please put {{hangon}} on the image and explain at the image's talk page.

With respect to the image listed above, it is redundant to File:Seal of ohio.png, and hence I am deleting it under speedy deletion criterion F8.
