Pinoysabroad: I have to go to work, but three of us have made the article clearer and started adding references. News articles and book treatments, if there are any, is what is needed. Can you give the URLs of any good news articles we haven't yet found? Non-English ones are fine, although we may need to ask you to translate titles. OK, I've re-expanded it based on the sources I was able to find. Unfortunately I couldn't find anything at all mentioning Dy in connection with the investigation. I can't see any work you did on Wikipedia that has been deleted, but I noticed you had been here for 5 years and never been welcomed and given links to our policies. So I put a welcome template with special emphasis on the requirements for articles at the top of this page, where it should have been placed back then, and I sincerely apologize. You will find a brief summary of the requirements for something or someone to have a page on Wikipedia here. Even more briefly: references. We use references to support the statements in articles, and also to establish that the topic is notable as we define the term. So if you have newspaper, magazine, TV, or book coverage of Dy, cite it. Otherwise I'm afraid no matter how meritorious his service, he does not qualify for a biography here until others have written about him (and we don't use primary sources such as his own writings or his service documents). The Valentine's Day bombings, however, are notable: they have been written about both in the news and elsewhere. However, your article on them did not cite those sources (and was not written neutrally and factually). I hope you can help us out with more sources on that, and that you will start further articles; if you now see how to demonstrate Dy's notability, please go ahead and add those sources to your draft about him; I may well simply have been unable to find the coverage.
