I suggest that, after you read the Wikipedia policies and guidelines that I have given you links to, you ask at the Teahouse for advice about creating new pages. In particular, please do not create "placeholders" in article space. You tried to do that, and it was deleted. It would be better to develop your article, especially if it takes a while, such as because you are translating it, in user space or in draft space. Anything that is in article space is subject to deletion because it can be seen by readers, and we don't want readers to see junk, so it is best to edit in user space or in draft space until an article is ready for article space.
