First of all, SPI is for reporting cases of misuse of multiple accounts, not vandalism. If you do believe this editor is misusing multiple a here are instructions how to report that.

Go to WP:SPI and find the section labeled "How to open an investigation". Click the show button, to reveal the details of that section. The section contains a text box for starting an investigation. In this box, enter the username of the oldest account you think is being misused. If you don't know which one is oldest, a user's registration date can be found on their contributions page. Once you've entered the username, click the submit button. This will take you to the editing for starting the investigation. There will be further instructions on that page. Make sure read them thoroughly. In the text area for editing the page, you'll find a line that reads <!-- Sock 1 below -->. On the next line, after the equals sign, enter the username of the other account you believe belongs to the same person. If you believe they are using more than two accounts, there's space for a third username slightly below, and then a fourth, and so on. In the line that begins |evidence= , add a comment explaining why you think the accounts are operated by the same person, and why that use is abusive. Request reason:

I provided summaries for my edits, but he randomly reverted them without giving any explanation other than 'rv.' I said that I'll report him to the administration if he'll continue the unexplained edit warring.

I, then created a section on his talk page to discuss the removal reason with him, but he refused to engage. After that, he reverted my edits again and said, 'rv, sure go on.' Pardon me but what the hell? Why did I get blocked?

Bbb23 In administration you said you blocked me for personal attacks and edit warring. The person who reverted my edits didn't give a summary for it.

Iranian users talk in Persian. I didn't create Beshogur's talk page section to report him, so I didn't care about speaking in English.
