A tag has been placed on Category:WikiProject Taiwan 1000 article indicating that it is currently empty, and is not a disambiguation category, a category redirect, a featured topics category, under discussion at Categories for discussion, or a project category that by its nature may become empty on occasion. If it remains empty for seven days or more, it may be deleted under section C1 of the criteria for speedy deletion.

What's to explain? "No redlinked categories; only categories that actually exist are permitted" should be self-explanatory, but just in case your reading comprehension skills are really that limited, you're not allowed to use redlinked categories that don't exist to be used, and are only allowed to use bluelinked categories that exist to be used. No, we're not. The category was deleted as empty on March 1, you tried to add it to the template after that, so I removed it on March 17. That's not a "loop", that's you acting out of process and then trying to pull attitude when somebody fixed the errors.
It also warrants note that as of right now, the category is still empty, and thus still vulnerable to being redeleted, because you haven't added the template to any actual pages to populate the category with. And also, Wikipedia categories are named in the plural, not in the singular, so even if the category is warranted it would have to be named "articles, not "article".
Also, while it's permissible to create a category that you want to use, it's not okay to then take a category you created after I told you that you can't use redlinked categories and then try to rub that back in my face as if I was being negligent in removing a category that didn't already exist yet at the time I removed it. The only attitude you're entitled to take here is "oh, sorry, I didn't know that, I'll fix my mistake" — you're not entitled to try to find ways to flip it around into me having made any mistakes. If you want to use a category, then you have to both create and populate it right away, and cannot just leave it either redlinked or empty for other people to fix.
