The subject would either have to meet:

The general notability guidelines – Has he received receieved significant coverage from multiple independent sources?
The notability guidelines for musicians – Has he won a major award or have his songs reached the national charts?

he has reached some charts also he tried to buy a blog post mainly focused about hiphop on himself
