You have clearly put a good deal of work into writing the draft, and I am genuinely sorry to have to give you such a negative response. As I said above, It looks as though García may well be notable enough to be the subject of a Wikipedia article, and if so this draft could be the basis of that article, but with significant revision and editing. Creating a new article is probably the single most difficult task for a new Wikipedia editor to do, because for an editor without a significant amount of experience of how Wikipedia works, and of how the policies and guidelines are applied, there are, unfortunately, many potential ways of failing to fit in with the necessary standards. My advice to new editors is that it is best to start by making small improvements to existing articles, rather than creating new articles. That way any mistakes you make will be small ones, and you won't have the discouraging experience of repeatedly seeing hours of work deleted. Gradually, you will get to learn how Wikipedia works, and after a while you will know enough about what is acceptable to be able to write whole new articles without fear that they will be deleted. Over the years I have found that editors who start by making small changes to existing articles and work up from there have a far better chance of having a successful time here than those who jump right into creating new articles from the start. Of course that advice may not appeal to you if you have no interest in doing any kind of editing other than creating an article about Michael Anthony García, but if you are willing to consider taking that advice, the draft can be kept in reserve for you to revisit and revise when you do have more experience of editing.
