Conflict of interest, use of User pages

I posted this on the Billie Davies Talk page. After looking over the article and the edit history, I concluded that there is a possible conflict of interest if someone related to Billie Davies is writing or editing this article, uploading photos, or contributing in some other way. If anyone has a connection to the subject of this article, and they have been working on the article, they need to stop. Wikipedia has a rule called Conflict of Interest in which "contributing to Wikipedia about yourself, family, friends, clients, employers, or your financial and other relationships" is strongly discouraged and a violation of Wikipedia's policies. Among other reasons, it means there is a bias. Wikipedia articles are intended to unbiased, impartial, disinterested. Wikipedia also has rules against promoting, advertising, or otherwise boosting people or causes by writing articles about them.

Paid editing is forbidden. But the Conflict of Interest rule "does not absolutely prohibit people with a connection to a subject from editing articles on that subject." So if you admit that you have conflict of interest, you can still edit that article "by discussing proposed article changes first, or by making uncontroversial edits."

Another important point is the use of one's User Page. Your page contains a long article which is quite similar to the existing Billie Davies article. Would you delete the content on your User Page? Thanks.
