WP:Wikiproject Birds#Taxonomy and references lists http://www.museum.lsu.edu/~Remsen/SACCBaseline.html as the de facto standard for South American bird classification. That particular body still prefers to classify rheas as Struthioniformes. Therefore, prior to changing the classification in the taxobox, you should at least propose the change on the article's talk box (and probably make a note at WP:WikiProject Birds) to gain consensus for such a change.
