The main question is whether this station has any original programming. As per the policy on notability of media (Wikipedia:Notability_(media)#Broadcast_media), "translator stations" that "that do little more than rebroadcast another signal" are not notable unless notability can be established for other reasons (key court cases, prior "life" as a content-producing station). The only way we can add this entry to Template:American broadcast television (English) is if there is over-the-air distribution of the network somehow, which I have been unable to ascertain.
